Cook Forbidden Rice

Rinse the forbidden rice under cold water until the water runs clear. In a saucepan, combine the rice and water and bring to a boil. Reduce heat to low, cover, and simmer for 30-35 minutes until the rice is tender and the water is absorbed. Remove from heat and let it sit covered for 10 minutes.

Prepare XO Sauce

In a bowl, soak the dried scallops and dried shrimp in warm water for about 20 minutes until softened. Drain and chop finely. In a skillet, heat the vegetable oil over medium heat. Add the minced garlic, ginger, shallots, and chopped chili peppers. Sauté until fragrant, about 3-4 minutes. Stir in the chopped scallops and shrimp, soy sauce, rice wine, and sugar. Cook for an additional 5-7 minutes, stirring frequently, until the sauce thickens slightly.

Serve

Fluff the forbidden rice with a fork and serve on a plate topped with a generous portion of the XO sauce.
