Prepare the Grouper
Rinse the grouper fillets under cold water and pat dry with paper towels.

Create the Batter
In a large bowl, combine the flour, cornstarch, salt, and black pepper. In another bowl, whisk together the eggs and water. Gradually add the egg mixture to the dry ingredients, stirring until smooth.

Fry the Grouper
Dip each fillet into the batter, allowing any excess to drip off. Carefully place the fillets in the hot oil, frying in batches if necessary to avoid overcrowding. Cook for 3-4 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.

Serve the crispy grouper hot with the prepared Thai dipping sauce.
