    In a mixing bowl, combine all-purpose flour, cornstarch, and baking powder. Gradually add ice water, whisking gently until just combined. Do not overmix; a few lumps are fine.

    In a deep pot or fryer, heat the vegetable oil to 350°F (175°C). Use a thermometer for accuracy.
