Make the Horseradish Cream
In a separate bowl, combine sour cream, prepared horseradish, lemon juice, and salt. Mix well and refrigerate until ready to serve.
For the Homemade Soda Bread

Bake the Soda Bread
Preheat the oven to 425°F (220°C). In a large bowl, mix flour, baking soda, and salt. Add buttermilk and water, and stir until a dough forms. Transfer to a floured surface and knead gently for about 1 minute. Shape into a round loaf and place on a baking sheet. Cut a cross on top and bake for 30-35 minutes until golden brown. Let cool before slicing.

Spoon the smoked salmon tartare onto a plate, drizzle with horseradish cream, and serve with slices of homemade soda bread.
