Prepare the Filling
In a large bowl, combine the ground beef, chopped cabbage, green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Assemble the Gyoza
Take a gyoza wrapper and place about 1 tablespoon of the beef filling in the center. Moisten the edges of the wrapper with water, fold it in half, and pinch the edges to seal. Repeat with the remaining wrappers and filling.

Cook the Gyoza
Heat a non-stick skillet over medium heat and add a little oil. Arrange the gyoza in a single layer in the skillet and cook for about 2-3 minutes until the bottoms are golden brown. Pour in about 1/4 cup of water, cover with a lid, and steam for another 5-7 minutes until the water has evaporated.

Serve gyoza hot with a side of yuzu shichimi (a blend of yuzu peel and seven spices) for dipping or sprinkling on top.
