Prepare Chicken Mixture

In a large bowl, combine ground chicken, breadcrumbs, Parmesan cheese, egg, garlic powder, onion powder, salt, and black pepper. Mix until well combined.
Shape Nuggets

Using dinosaur-shaped cookie cutters, cut out shapes from the chicken mixture and place them on a baking sheet.
Prepare Coating

Set up a breading station with three bowls: one with flour, one with beaten egg mixed with milk, and one with panko breadcrumbs.
Coat Nuggets

Dredge each dinosaur nugget in flour, dip into the egg mixture, and then coat with panko breadcrumbs. Set aside on a plate.
Fry Nuggets

In a large skillet, heat vegetable oil over medium heat. Once hot, fry the nuggets in batches until golden brown and cooked through, about 3-4 minutes per side.
Serve

Remove nuggets from the oil and drain on paper towels. Serve warm with your favorite dipping sauces.
