Bring a large pot of salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.

In a large skillet, heat the olive oil over medium heat. Add the chopped onion, minced garlic, diced carrot, and diced celery. Sauté for about 5-7 minutes until the vegetables are softened.

Add the ground beef to the skillet and cook until browned, breaking it up with a spoon as it cooks (about 8-10 minutes).

Stir in the crushed tomatoes, tomato paste, and red wine. Season with salt and black pepper to taste. Bring to a simmer and cook for about 20 minutes, stirring occasionally.
