Prepare the Beef
Slice the beef against the grain into thin strips, about 1/4 inch thick. Set aside.

Chop the Vegetables
Slice the onion, bell pepper, and carrot into thin strips. Mince the garlic cloves and chop the green onions, keeping the white and green parts separate.

Mix the Sauce
In a bowl, combine the soy sauce, brown sugar, sesame oil, cornstarch, water, and red pepper flakes. Stir until the cornstarch and sugar dissolve completely.

In a large skillet or wok, heat the vegetable oil over medium-high heat. Add the beef in a single layer and cook for about 3-4 minutes until browned, stirring occasionally. Remove the beef from the pan and set aside.

In the same skillet, add the sliced onion, bell pepper, and carrot. Stir-fry for about 3 minutes until they begin to soften. Add the minced garlic and the white parts of the green onions, and stir-fry for an additional minute.

Return the beef to the skillet with the vegetables. Pour the prepared sauce over the mixture, stirring well to coat everything evenly. Cook for another 2-3 minutes until the sauce thickens and everything is heated through.
