Prepare Chicken
Season the chicken breasts with salt, black pepper, and garlic powder on both sides.

Coat Chicken
Set up a breading station with three bowls: one with flour, one with a beaten egg, and one with breadcrumbs. Dip each chicken breast first in flour, then in the egg, and finally coat with breadcrumbs.

Fry Chicken
In a large skillet, heat vegetable oil over medium-high heat. Once hot, add the breaded chicken breasts and fry for about 5-7 minutes on each side, or until golden brown and cooked through. Remove from skillet and place on paper towels to drain excess oil.

Make the Sauce
In a small saucepan over medium heat, combine honey, soy sauce, rice vinegar, minced garlic, cornstarch, and water. Stir until the mixture is well combined and bring to a simmer.

Thicken Sauce
Allow the sauce to simmer for about 3-5 minutes, stirring frequently until it thickens. Remove from heat.
Plating

Place the fried chicken on a serving platter. Drizzle the honey sauce over the chicken and garnish with sliced green onions.
