Preparing the Salad Base

Mix the Vegetables
In a large mixing bowl, combine the shredded cabbage, grated carrots, sliced bell peppers, sliced cucumbers, chopped green onions, and chopped cilantro. Toss them together until well mixed.
Making the Dressing

In a separate bowl, whisk together the soy sauce, rice vinegar, sesame oil, sugar, minced garlic, minced ginger, chili flakes, and black pepper until the sugar dissolves completely.

Dress the Salad
Pour the prepared dressing over the salad base. Gently toss the salad to ensure the vegetables are evenly coated with the dressing.

Finish with Toppings
Sprinkle the chow mein noodles, toasted sesame seeds, and sliced almonds over the top of the salad. Toss gently again just before serving.

Serve
Transfer the salad to a large serving bowl or platter. Serve immediately or refrigerate for up to 2 hours before serving to allow flavors to meld.
