Make the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add water, mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover the dough with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a mixing bowl, combine ground chicken, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until fully combined and set aside.

Assemble the Dumplings
After resting, divide the dough into small pieces (about 1 inch in diameter). Roll each piece into a thin circle (about 3 inches in diameter). Place a small spoonful of the chicken filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal tightly.

Fry the Dumplings
Heat oil in a large skillet over medium-high heat. Once the oil is hot, add the dumplings in batches, frying until golden brown and crispy on both sides, about 3-4 minutes per side. Remove the dumplings and drain on paper towels.
