Prepare the Dough

Mix the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add the boiling water while stirring with a chopstick or fork until a shaggy dough forms.

Knead the Dough
Transfer the dough to a lightly floured surface and knead for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Combine Ingredients
In a mixing bowl, combine ground chicken, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, and pepper. Mix well until all ingredients are evenly incorporated.
Assemble the Dumplings

Roll the Dough
After the dough has rested, divide it into four equal portions. Roll each portion into a thin circle, about 4 inches in diameter.

Fill the Dumplings
Place about 1 tablespoon of the chicken filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.
Cook the Dumplings

Fry the Dumplings
In a large skillet, heat vegetable oil over medium heat. Once hot, add the dumplings and fry for about 2-3 minutes on each side until golden brown and crispy.

Add a splash of water to the skillet, cover with a lid, and let the dumplings steam for about 5 minutes until the chicken is cooked through.
