Marinate the Beef
In a mixing bowl, combine minced garlic, chopped lemongrass, fish sauce, brown sugar, soy sauce, black pepper, and vegetable oil. Add the beef sirloin and coat well. Cover and marinate in the refrigerator for at least 1 hour, preferably overnight.

Preheat your grill or grill pan over medium-high heat. If using wooden skewers, soak them in water for 30 minutes to prevent burning.
