Marinate the Beef
Slice the top sirloin beef into thin strips, about 1/4 inch thick. In a bowl, combine soy sauce, brown sugar, garlic powder, and black pepper. Add the beef strips and ensure they are well coated. Cover and refrigerate for at least 4 hours, preferably overnight.

Prepare for Frying
After marinating, remove the beef strips from the refrigerator. Sprinkle sesame seeds over the beef and mix well to coat.

Fry the Beef
Heat vegetable oil in a skillet over medium heat. Add the marinated beef strips in a single layer (you may need to do this in batches). Fry for about 3-5 minutes on each side, or until they become crispy and browned.

Cool and Serve
Once cooked, place the beef jerky on a paper towel to drain excess oil. Allow to cool before serving.
