Prepare the Filling
In a skillet, heat olive oil over medium heat. Add ground beef or shredded chicken, and season with chili powder, cumin, garlic powder, salt, and black pepper. Cook until the meat is browned and fully cooked, about 7-10 minutes. Remove from heat.

Warm the Beans
In a small saucepan, heat the refried beans or black beans over low heat until warm. Stir occasionally and set aside.

Assemble the Burritos
Lay a flour tortilla flat, add a scoop of the meat mixture, a spoonful of Spanish rice, and some beans. Top with jalapeños and a sprinkle of shredded cheese. Roll up the tortilla tightly to form a burrito.

Make the Cheese Sauce
In a saucepan over medium heat, melt 1 cup of shredded cheese with a splash of milk, stirring until smooth. Add more milk for a thinner consistency if desired.

Place the assembled burritos on a serving plate, and pour the cheese sauce over the top. Serve with sour cream on the side.
