Mix the Ingredients
In a bowl, combine mayonnaise, chopped dill pickles, chopped capers, lemon juice, salt, and black pepper. Mix well until all ingredients are thoroughly incorporated.

Cover the bowl and refrigerate the tartar sauce for at least 30 minutes to allow the flavors to meld together.

Make the Batter
In a bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, black pepper, and cold sparkling water until smooth. The batter should be thick enough to coat the fish.

Heat the Oil
In a deep pot or fryer, heat vegetable oil to 350°F (175°C).

Coat and Fry the Fish
Dip each fish fillet into the batter, ensuring it is fully coated. Carefully place the battered fish into the hot oil and fry until golden brown and cooked through, about 4-6 minutes. Remove and drain on paper towels.
