Prepare the Filling
In a skillet over medium-high heat, add a bit of oil and sauté the diced onion and green bell pepper until softened, about 5 minutes. Add the sliced beef sirloin and cook until browned, about 3-4 minutes. Stir in the cream cheese, cheddar cheese, soy sauce, garlic powder, salt, and black pepper until well combined and cheese is melted. Remove from heat and let cool slightly.

Assemble the Eggrolls
Lay out the eggroll wrappers on a clean surface. Spoon about 2 tablespoons of the filling into the center of each wrapper. Fold the sides over the filling and roll tightly, sealing the edges with a bit of water.

Fry the Eggrolls
In a deep fryer or large pot, heat oil to 350°F (175°C). Fry the eggrolls in batches until golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.

Serve hot with your favorite dipping sauce.
