Prepare the Marinade
In a mixing bowl, combine soy sauce, brown sugar, minced garlic, minced ginger, sesame oil, and black pepper. Whisk until the sugar is dissolved.

Marinate the Chicken
Place chicken thighs in a resealable plastic bag or a shallow dish. Pour the marinade over the chicken, seal the bag or cover the dish, and refrigerate for at least 30 minutes (or up to 4 hours for better flavor).

Cook the Chicken
In a large skillet over medium heat, add the marinated chicken thighs (reserve the marinade) and sear for about 5 minutes on each side until browned.

Simmer
Pour the reserved marinade and water into the skillet. Bring to a gentle simmer, cover, and cook for 20-25 minutes, or until the chicken is cooked through and tender.

Garnish with chopped green onions and serve the chicken with rice or vegetables.
