    Marinate the Ribs

    In a large bowl, combine soy sauce, brown sugar, minced garlic, grated ginger, black pepper, sesame oil, rice vinegar, and water. Mix well until sugar dissolves. Add the short ribs to the marinade, ensuring they are fully submerged. Cover and refrigerate overnight.

    Bake the Ribs

    Preheat the oven to 300°F (150°C). Remove the ribs from the marinade and place them in a baking dish. Cover tightly with aluminum foil and bake for 3 hours, or until the meat is tender.

    Pan-Fry the Ribs

    Remove the ribs from the oven and let them cool slightly. Heat a large skillet over medium-high heat. Add the ribs, cooking for 2-3 minutes on each side until they develop a nice crust. Sprinkle chopped green onions on top before serving.
