Prepare the Falafel Mixture
In a food processor, combine the canned chickpeas, garlic cloves, parsley, cilantro, cumin, coriander, salt, and black pepper. Pulse until the mixture is coarsely ground, but not pureed.

Add Flour and Baking Powder
Transfer the mixture to a bowl, then add the all-purpose flour and baking powder. Mix until combined. If the mixture is too wet, add a little more flour.

Shape the Falafel
Using your hands, form the mixture into small balls or patties, about 1-2 inches in diameter.

Heat the Oil
In a deep skillet or frying pan, heat the oil over medium heat until hot. You can test the oil by dropping a small piece of the mixture in; it should sizzle immediately.

Fry the Falafel
Carefully add the falafel balls to the hot oil, frying in batches to avoid overcrowding. Fry for about 3-4 minutes or until golden brown and crispy on all sides.
