Prepare the Tempura Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Gradually add the ice-cold water while stirring until the batter is smooth but slightly chunky.

Prepare the Shrimp
Pat the jumbo shrimp dry with paper towels. This will help the batter stick better.

Heat the Oil
In a deep frying pan or a fryer, heat the vegetable oil to 350°F (175°C).

Coat the Shrimp
Dip each shrimp into the tempura batter, allowing the excess to drip off. Then, roll the battered shrimp in panko breadcrumbs for extra crunch.

Fry the Shrimp
Carefully add the coated shrimp to the hot oil in batches, making sure not to overcrowd the pan. Fry for about 2-3 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.
