Make the Dough
In a large bowl, combine the flour and salt. Make a well in the center and add the eggs and water. Mix until a dough forms, then knead on a floured surface for about 5-7 minutes until smooth. Cover with a towel and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, combine the ground beef, ground pork, chopped onion, minced garlic, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Roll Out the Dough
After resting, divide the dough into quarters. Roll out one quarter on a floured surface to about 1/8 inch thick. Use a round cutter (about 3 inches in diameter) to cut out circles.

Assemble the Dumplings
Place a teaspoon of the meat filling in the center of each dough circle. Fold the dough over to create a half-moon shape and pinch the edges to seal. Ensure there are no air pockets. Repeat with remaining dough and filling.

Cook the Dumplings
Bring a large pot of salted water to a boil. Carefully drop the pelmeni into the boiling water in batches. Cook until they float to the top, about 5-7 minutes. Remove with a slotted spoon and transfer to a serving dish.

Serve
Melt the butter and drizzle over the cooked pelmeni. Serve with a side of sour cream and vinegar for dipping.
