Make the Dough
In a large bowl, mix the flour and salt. Make a well in the center and add the egg and water. Mix until a dough forms. Knead on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Form the Pelmeni
Roll out the dough on a floured surface until thin. Cut into circles using a cup or a cookie cutter. Place a small spoonful of filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal. Make sure they are well sealed to prevent leaking during cooking.

Fry the Pelmeni
Heat vegetable oil in a large skillet over medium heat. Add the pelmeni in batches and fry until golden brown and crispy, about 3-4 minutes on each side. Remove and drain on paper towels.

Prepare the Toppings
In a small bowl, mix the sour cream and fruit preserve together. Set aside. Serve the fried pelmeni topped with the sour cream mixture, fresh cilantro, and grated horseradish.
