Make the Pastry Dough
In a large bowl, combine all-purpose flour and salt. Add vegetable oil and water, mixing until a dough forms. Knead the dough for about 5 minutes until smooth. Cover the dough with a damp cloth and let it rest for 30 minutes.

Prepare the Cheese Filling
In a mixing bowl, combine cream cheese, shredded mozzarella, cheddar cheese, garlic powder, black pepper, and fresh parsley. Mix well until all ingredients are evenly combined.

Roll Out the Dough
After resting, divide the dough into small balls (about the size of a golf ball). Roll each ball into a thin rectangle on a floured surface.

Fill and Roll the Pastries
Place a tablespoon of cheese filling near one end of the rolled-out dough. Roll the dough tightly around the filling, sealing the edges with a bit of water.

Fry the Rolled Cheese Pies
Heat oil in a frying pan over medium heat. Fry the rolled cheese pies until golden brown on all sides, about 3-4 minutes per side. Remove and drain on paper towels.

Serve hot, optionally with a dipping sauce of your choice.
