Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.

Make the Tempura Batter
In a large bowl, mix the all-purpose flour, cornstarch, baking powder, salt, and cold water until smooth.

Heat the Oil
In a deep pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat and Fry
Dip each cauliflower floret into the tempura batter and carefully place it into the hot oil. Fry in batches until golden brown, about 3-4 minutes.

Drain and Serve
Remove the fried cauliflower from the oil and drain on paper towels. Serve warm with sweet chili sauce, topped with sesame seeds and chopped green onions.
