Prepare the Broth
In a large pot, combine beef broth and water. Add the halved onion, sliced ginger, star anise, cloves, cinnamon stick, fish sauce, and sugar. Bring to a boil, then reduce to a simmer.

Add the Short Rib
Add the short rib to the pot and let it simmer for about 1.5 to 2 hours, or until the meat is tender. Skim any impurities that form on the surface.

Cook the Noodles
While the broth is simmering, prepare the rice noodles according to package instructions. Drain and set aside.

Finish the Broth
Once the short rib is cooked, remove it from the pot and shred the meat. Strain the broth to remove solids, and return it to the pot. Adjust seasoning with salt or more fish sauce if necessary.

Serve the Pho
In a bowl, place a portion of rice noodles, shredded short rib, rare beef, and roasted bone marrow. Ladle hot broth over the top. Garnish with fresh herbs, bean sprouts, lime wedges, and Thai chilies. Add meatballs if desired.
