Preheat the Oven
Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.

Mix Dry Ingredients
In a large bowl, whisk together the flour, baking powder, salt, and sugar until well combined.

Cut in Butter
Add the cold, cubed butter to the dry ingredients. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

Add Wet Ingredients
Pour in the heavy cream and vanilla extract. Stir until just combined. Do not overmix.

Shape the Dough
Turn the dough out onto a lightly floured surface. Gently knead a few times and shape into a circle about 1-inch thick. Cut into wedges or use a round cutter to shape.
