Bloom the Gelatin
In a small bowl, combine the gelatin powder with water and let it sit for about 5 minutes until it becomes gelatinous.

Heat the Cream Mixture
In a saucepan over medium heat, combine the heavy cream, whole milk, granulated sugar, and the seeds scraped from the vanilla bean (as well as the pod). Stir until the sugar is completely dissolved and the mixture is hot but not boiling.

Incorporate Gelatin
Remove the saucepan from the heat and add the bloomed gelatin to the hot cream mixture. Stir until the gelatin is fully dissolved.

Chill the Mixture
Pour the mixture into serving glasses or molds and refrigerate for at least 4 hours, or until set.
