Pasta Preparation

Cook Pasta
In a large pot of boiling salted water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.
Cheese Sauce Preparation

Make the Cheese Sauce
In a saucepan, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes, until lightly golden. Gradually whisk in the milk, stirring constantly until the sauce thickens. Season with salt, black pepper, garlic powder, and onion powder.

Add the Cheese
Remove the saucepan from heat and stir in the cheddar, Monterey Jack, cream cheese, and Parmesan until melted and smooth.
Combine and Serve

Mix Pasta and Sauce
Combine the cooked pasta with the cheese sauce and stir until well coated. Divide into three portions for sampling.

Add Toppings
If desired, top each portion with bread crumbs, a sprinkle of paprika, and chopped parsley for garnish.
