    Cook the Pasta

    In a large pot, bring salted water to a boil. Add elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

    Prepare the Cabbage

    In the same pot, melt 2 tablespoons of butter over medium heat. Add chopped cabbage and cook until softened, about 5-7 minutes. Remove from pot and set aside.

    Make the Cheese Sauce

    In the same pot, melt remaining butter. Stir in flour and cook for 1-2 minutes to form a roux. Gradually whisk in milk and bring to a simmer. Cook until thickened, about 5-7 minutes.

    Add Cheese and Seasonings

    Remove the pot from heat and stir in shredded cheddar cheese until melted. Add salt, black pepper, mustard powder, and paprika. Mix well.

    Combine Ingredients

    Incorporate the cooked macaroni, corned beef, cabbage, and scallions into the cheese sauce. Stir until everything is well-coated.

    Bake

    Preheat the oven to 350°F (175°C). Transfer the mixture to a baking dish and bake for 20-25 minutes or until bubbly and golden on top.
