Prepare Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5-10 minutes to bloom.

Heat Cream and Sugar
In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Heat over medium heat, stirring occasionally, until the sugar has dissolved and the mixture is hot but not boiling.

Remove the saucepan from the heat and stir in the bloomed gelatin until fully dissolved. Then add the vanilla extract and mix well.
