Marinate the Pork
In a large bowl, combine soy sauce, fish sauce, brown sugar, minced garlic, white pepper, cilantro, lime juice, chili flakes, and water. Mix well. Add the pork loin slices and coat thoroughly. Cover and refrigerate for at least 2 hours, preferably overnight.

Prepare the Sweet & Sour Sauce
In a small saucepan, combine sugar, vinegar, ketchup, and chili sauce. Stir over medium heat until the sugar dissolves and the sauce thickens slightly. Remove from heat and set aside.

Serve
Slice the grilled pork and serve with the sweet & sour sauce on the side.
