    Prepare the Batter

    In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the beer until smooth. Let the batter rest for about 20 minutes.

    Heat the Oil

    In a large frying pan or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Batter and Fry the Fish

    Dip each tilapia fillet into the batter, ensuring it's fully coated. Carefully place the battered fillets into the hot oil and fry for about 4-5 minutes on each side, or until golden brown and cooked through. Remove and drain on paper towels.

    Prepare the Cream Sauce

    In a small bowl, mix the sour cream and lime juice until well combined. Add salt and pepper to taste.

    Assemble the Dish

    On a serving plate, place a fried tilapia fillet. Top with shredded cabbage, diced tomatoes, and a generous drizzle of the cream sauce. Serve immediately.
