Prepare the Batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add in the La Mesa Chela beer, mixing until smooth. The batter should be thick enough to coat the fillets.

Heat the Oil
In a deep skillet or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Fish
Dip each tilapia fillet into the batter, allowing excess to drip off. Carefully place the battered fillets into the hot oil and fry for about 4-5 minutes on each side, or until golden brown and cooked through. Remove and drain on paper towels.

Prepare the Rice and Vegetables
Cook the rice according to package instructions. Steam the mixed vegetables until tender.

Assemble the Dish
On a serving plate, place a portion of rice, top with fried tilapia, and garnish with lettuce, red cabbage, diced tomato, and a generous drizzle of chipotle baja sauce.
