Prepare the Dipping Sauce
In a small bowl, combine soy sauce, rice vinegar, and sugar. Stir until sugar dissolves. Set aside.

Make the Tempura Batter
In a large bowl, whisk together flour, cornstarch, baking powder, and salt. Gradually add the ice water, mixing until just combined. Be careful not to overmix; the batter should be lumpy.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Shrimp
Dip each shrimp into the batter, allowing excess to drip off. Carefully place the shrimp into the hot oil in batches, being careful not to overcrowd the pan. Fry for 2-3 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Serve the tempura shrimp hot with the dipping sauce on the side.
