Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a soft dough forms. Knead the dough for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a skillet over medium heat, add the vegetable oil. Once hot, add minced garlic and sauté for 30 seconds. Add the ground pork, stirring until cooked through. Mix in chopped green onions, soy sauce, sesame oil, and black pepper. Cook for an additional 2-3 minutes until well combined. Remove from heat and allow to cool.

Assemble the Pupus
Divide the dough into small balls (about the size of a golf ball). Roll each ball into a flat circle about 4 inches in diameter. Place a tablespoon of filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal.

Cook the Pupus
In a frying pan, heat oil over medium heat. Carefully place the filled pupus in the pan and fry for about 3-4 minutes on each side until golden brown and crispy. Remove and drain on paper towels.

In a small bowl, combine soy sauce, rice vinegar, chili oil, and sesame seeds. Mix well and set aside.
