Prepare the Battered Fish
In a bowl, mix together the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold water until you have a smooth batter.
Cook the Fish
Heat the vegetable oil in a large skillet over medium-high heat. Dip each fish fillet into the batter, allowing excess to drip off, and carefully place into the hot oil. Fry until golden brown and cooked through, about 4-5 minutes per side. Remove and drain on paper towels.
Warm the Tortillas
In a dry skillet, warm the corn tortillas over medium heat for about 30 seconds on each side until pliable.
Finish with Sour Cream
Top each taco with a dollop of sour cream before serving.
