    Prepare the Marinade

    In a medium bowl, combine soy sauce, brown sugar, minced garlic, grated ginger, sesame oil, rice vinegar, red pepper flakes, and black pepper. Whisk until the sugar is dissolved and the ingredients are well mixed.

    Marinate the Ribs

    Place the beef short ribs in a large resealable plastic bag or a shallow dish. Pour the marinade over the ribs, ensuring they are fully coated. Seal the bag or cover the dish and refrigerate for at least 4 hours, preferably overnight.

    Preheat the Oven

    Preheat your oven to 300°F (150°C).

    Arrange the Ribs

    Remove the ribs from the marinade (reserve the marinade for later) and place them in a large baking dish, bone side down.

    Bake the Ribs

    Cover the baking dish tightly with aluminum foil and bake in the preheated oven for 3 hours, until the ribs are tender.

    Reduce the Marinade

    While the ribs are baking, pour the reserved marinade into a saucepan. Bring to a boil over medium heat, then reduce the heat and simmer for about 15 minutes until slightly thickened.

    Glaze the Ribs

    After 3 hours, remove the foil from the baking dish. Brush some of the reduced marinade over the ribs and return to the oven uncovered. Bake for an additional 30 minutes, basting with the marinade every 10 minutes.

Serving

    Prepare the Garnish

    While the ribs are finishing in the oven, chop the green onions and set them aside. Toast the sesame seeds in a dry skillet over medium heat until golden brown, about 2-3 minutes.

    Remove the ribs from the oven and let them rest for 10 minutes. Slice the ribs between the bones and serve topped with chopped green onions and toasted sesame seeds.
