Rehydrate Seaweed
Place the dried seaweed in a bowl and cover it with warm water. Let it soak for about 10 minutes until it expands and softens. Drain and squeeze out excess water.

Prepare Vegetables
Julienne the carrot and thinly slice the cucumber. Add them to a large mixing bowl along with the rehydrated seaweed.

Make the Dressing
In a small bowl, whisk together rice vinegar, soy sauce, sesame oil, honey, minced garlic, and red pepper flakes.

Combine Salad and Dressing
Pour the dressing over the salad mixture. Toss everything together until well combined.
