Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, sift together the all-purpose flour, baking powder, baking soda, and salt. Set aside.

In another bowl, cream together the softened butter and granulated sugar until light and fluffy.

Flavor the Syrup
Remove from heat and stir in the rose water. Allow the syrup to cool to room temperature.

Once the cakes are completely cool, slice each cake in half horizontally to create four layers total.

Place one layer of cake on a serving plate. Generously drizzle the rasmalai syrup over the layer, allowing it to soak in.

Repeat the process for the next two layers, then place the final layer on top.
