Poach the Chicken
In a pot, bring water to a boil. Add chicken breasts and simmer for 15-20 minutes until cooked through. Remove from the pot and let cool. Shred the chicken.

Prepare the Dressing
In a bowl, whisk together fish sauce, lime juice, sugar, minced garlic, and chili pepper until the sugar is dissolved.

Assemble the Salad
In a large bowl, combine shredded cabbage, carrot, red bell pepper, cucumber, and cilantro. Add the shredded chicken and drizzle with the nuoc mam dressing. Toss to combine.

Top the salad with fried shallots and crushed peanuts just before serving. Enjoy chilled.
