Make the Dough
In a mixing bowl, combine the flour and salt. Gradually add water and knead until a smooth dough forms. Cover and let rest for 30 minutes.

Prepare the Broth
In a small saucepan, add water and bring to a boil. Mix in gelatin and stir until dissolved. Let cool, then refrigerate until it sets.

Make the Filling
In a bowl, mix ground pork, soy sauce, sesame oil, grated ginger, green onions, white pepper, and salt. Once the broth is set, cut it into small cubes and mix it into the pork mixture.

Shape the Dumplings
Divide the dough into small balls. Roll each ball into a thin circle. Place a spoonful of the filling in the center. Carefully pleat the edges and pinch to seal.

Cook the Dumplings
Place the dumplings in a steamer lined with parchment paper. Steam for 10-12 minutes until cooked through.

Prepare the Dipping Sauce
In a small bowl, combine black vinegar and sliced ginger.

Serve the dumplings hot with the dipping sauce on the side.
