Prepare the Filling
In a large bowl, combine the ground chicken, minced garlic, grated ginger, chopped green onions, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are evenly combined.

Fill the Dumplings
Lay a dumpling wrapper on a clean surface. Place about 1 tablespoon of the chicken filling in the center of the wrapper. Moisten the edges of the wrapper with water, fold it in half, and press the edges together to seal. Repeat with the remaining wrappers and filling.

Cooking Options
To fry: Heat oil in a pan over medium heat. Place dumplings in the pan and cook until the bottoms are golden brown. Add a few tablespoons of water to the pan, cover, and steam for 5-7 minutes until cooked through. To steam: Place dumplings in a steamer basket lined with parchment paper. Steam over boiling water for about 10-12 minutes until cooked through.
