Preheat the Oven
Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.

Mix Dry Ingredients
In a large bowl, whisk together the flour, granulated sugar, baking powder, and salt.

Cut in Butter
Add the cold, cubed butter to the dry ingredients. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

Add Wet Ingredients
Stir in the heavy cream, orange zest, and orange juice until just combined. Do not overmix.

Shape the Scones
Turn the dough out onto a floured surface and gently knead a few times. Pat into a circle about 1-inch thick. Cut into wedges or use a round cutter to make individual scones.

While the scones are baking, whisk together the powdered sugar, orange juice, and orange zest in a small bowl until smooth.
