Make the Dough
In a large bowl, combine all-purpose flour, cocoa powder, and salt. Gradually add water and knead to form a smooth dough. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a mixing bowl, combine chopped dark chocolate, sugar, and ground cinnamon. Mix well until chocolate is evenly coated with sugar and cinnamon.

Shape the Samosas
Divide the dough into small balls. Roll each ball into a thin oval shape. Cut the oval in half to form two semicircles. Take one semicircle, wet the edges with water, and fold it into a cone shape. Seal the edges well and fill the cone with the chocolate filling. Seal the open edge by pinching it tightly.

Fry the Samosas
Heat oil in a deep pan over medium heat. Once hot, carefully add the samosas in batches. Fry until they are golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.

Serve warm, optionally dusted with powdered sugar, and enjoy your delicious chocolate samosas!
