Prepare the Ribs
Preheat your oven to 300°F (150°C). Pat the baby back ribs dry with paper towels and rub them with a mixture of salt, black pepper, garlic powder, and ground ginger.

Bake the Ribs
Place the seasoned ribs on a baking sheet lined with aluminum foil. Cover the ribs with another piece of foil and bake for 2.5 to 3 hours, or until the ribs are tender.

Make the Mongolian BBQ Glaze
While the ribs are baking, prepare the glaze by combining soy sauce, honey, rice vinegar, Szechuan peppercorns, chili paste, and sesame oil in a saucepan over medium heat. Stir until the honey dissolves and the mixture thickens slightly (about 10 minutes).

Broil the Ribs
Turn on the broiler and place the ribs back in the oven. Broil for 5-7 minutes, watching closely to avoid burning, until the glaze is caramelized.

Serve
Remove from the oven, sprinkle with chopped green onions, and serve hot.
