Prepare the Potatoes
Preheat the oven to 400°F (200°C). Wash and halve the fingerling potatoes. Toss them in 2 tablespoons of olive oil, salt, and black pepper. Spread them on a baking sheet and roast for about 25-30 minutes until golden and tender.

Char the Scallions
In a grill or under the broiler, char the scallions until they are slightly blackened and tender, about 5-7 minutes. Remove and set aside.

Make the Saffron Butter
In a small bowl, combine the remaining 2 tablespoons of butter and saffron threads. Let it sit for a few minutes to infuse the flavor.

Plate the Dish
On a serving plate, arrange the roasted fingerling potatoes, fennel confit, and charred scallions. Place the cooked branzino fillet on top and drizzle with saffron butter. Garnish with fresh parsley.
