Prepare the Marinade
In a mixing bowl, combine soy sauce, brown sugar, rice vinegar, sesame oil, minced garlic, grated ginger, and black pepper. Mix well until the sugar is dissolved.

Marinate the Ribs
Place the pork back ribs in a large resealable plastic bag or a deep dish. Pour the marinade over the ribs, ensuring they are fully coated. Seal the bag or cover the dish and refrigerate for at least 4 hours, preferably overnight.

Preheat the Oven
Preheat your oven to 150°C (300°F).

Bake the Ribs
Remove the ribs from the marinade (reserve the marinade) and place them on a baking sheet lined with aluminum foil. Cover the ribs with another piece of foil and bake for 2.5 to 3 hours, until tender.

Glaze the Ribs
After baking, increase the oven temperature to 220°C (425°F). Brush the reserved marinade over the ribs and bake uncovered for an additional 15-20 minutes, or until caramelized.

Garnish and Serve
Remove the ribs from the oven and let them rest for a few minutes. Slice the ribs and garnish with chopped chives and sesame seeds before serving.
