Pasta Preparation

    Cook the Shell Pasta

    In a large pot, bring salted water to a boil. Add the shell pasta and cook according to package instructions until al dente. Drain and set aside.

Shepherd's Pie Filling

    Prepare the Filling

    In a large skillet, heat a tablespoon of oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Add the ground beef or lamb, breaking it apart with a spoon, and cook until browned.

    Add Vegetables and Seasonings

    Stir in the diced carrots and cook for another 3 minutes. Add the minced garlic, Worcestershire sauce, and beef broth. Season with salt and black pepper. Stir in the frozen peas and cook for another 2-3 minutes until everything is heated through. Remove from heat and set aside.

Cheese Sauce

    Make the Cheese Sauce

    In a saucepan, melt the butter over medium heat. Add the flour and whisk to combine, cooking for about 1-2 minutes until bubbly. Gradually add the milk, whisking constantly until the sauce thickens, about 5 minutes. Remove from heat and stir in the shredded white cheddar cheese until melted. Season with salt and black pepper.

Combine and Bake

    Mix Everything Together

    In a large mixing bowl, combine the cooked shell pasta, shepherd's pie filling, and cheese sauce. Mix well to ensure everything is coated and evenly distributed.

    Prepare for Baking

    Preheat the oven to 375°F (190°C). Transfer the mixture to a greased baking dish.

    Add Topping

    In a small bowl, mix together the breadcrumbs, grated Parmesan cheese, and melted butter. Sprinkle this mixture evenly over the top of the pasta and filling.

    Bake

    Bake in the preheated oven for 25-30 minutes or until the top is golden brown and crispy. Remove from the oven and let cool for a few minutes before serving.
