Prepare the Batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and pepper. Gradually add the cold sparkling water, whisking until the batter is smooth and slightly thick.

Heat the Oil
In a deep frying pan or pot, heat the oil over medium-high heat until it reaches 350°F (175°C).

Fry the Fish
Dip each fish fillet into the batter, ensuring it's completely coated. Carefully place the battered fish into the hot oil and fry for 4-5 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.

Prepare the Potatoes
Peel the potatoes and cut them into thick strips, approximately 1/2 inch wide. Soak them in cold water for at least 30 minutes to remove excess starch, then drain and pat dry.

Heat the Oil
In a separate pot or deep fryer, heat the oil over medium-high heat until it reaches 325°F (160°C) for the first fry.

First Fry
Fry the potato strips in batches for about 5-6 minutes, or until they are soft but not browned. Remove and drain on paper towels.

Second Fry
Increase the oil temperature to 375°F (190°C). Fry the potato strips again in batches for an additional 3-4 minutes until they are golden brown and crispy. Remove and season with salt to taste.
